Chief: Deadly Force was 'Appropriate and Necessary'

( Evanston ) - Police Chief Jeffrey Blackwell says it was a fight for survival on Monday night.

Police pulled over a vehicle for traffic violations near the corner of Gilbert and Dixmont at about 12:30am. Two people got out of the vehicle, and the man, identified as 37-year-old Donyale Rowe, started to run. A short chase led to a struggle between Officers Mark Bode and Thomas Weigand, and in the end, Rowe was fatally shot. 

In a news conference Tuesday afternoon, Chief Blackwell said that Rowe has had similar encounters with police before. He calls the struggle between Rowe and the officers a fight for "survival," adding "make no mistake about it. The use of deadly force in this scenario was appropriate and necessary."
