(Cincinnati) -- It wasn't a groundbreaking, and not because the ground is too cold.  But because the construction won't happen on the ground.  The new Seven at Broadway apartments will be built on top of an existing eight story parking garage.

Developer Rick Kimbler says it's phase three of a project that started 12 years ago, with the Lofts on 8, and the Sycamore Place apartments.  Kimbler says with the new building, they'll have 1 and 2 bedroom, and studio apartments.

The parking garage was originally built in 2003, and had an extra three stories added on in 2010.  Mayor John Cranley says while it was constructed so more floors could be added on, there was debate over whether it would ever happen.  Cranley says the Seven at Broadway project is part of the continuing tranformation of Cincinnati's core.

The 111 apartments are just one of several new projects Downtown.  Mayor Cranley says having more people living Downtown will make the urban core stronger, and that will make the rest of the city healthier as well. 

The City is contributing $3.7 million toward the approximately $21 million project.  That money is coming from a tax increment funding district. 

The new apartments are expected to be open early next year.
