Suspect in North College Hill Kidnapping Could Have Been in Prison

Hamilton County Judge Leslie Ghiz writes that she considered the risk that Lucy Bullock would commit another offense and the need to protect the public from the 22 year old. Instead of locking up the suspect in the kidnapping of a two year old boy in North College Hill, the judge released Bullock under supervised community control. That happened just three weeks ago after she pleaded guilty to charges related to stealing another vehicle. It was the third time Bullock was placed on probation instead of being sentenced to jail and now the same woman is suspected of stealing another car and this time taking a 2 year old child as well. Newsradio 700 WLW has obtained the sentencing report which you can view below.

The amber alert continues for Bullock who police say took off in a friends car with the child that friend was baby sitting in North College Hill. Bullock and the two year old boy are believed to be travelling in a 2009 Black Saturn S-U-V that has Ohio Plates, JVU 5960. North College Hill police say they have reason to believe she is still in this area. If you see the vehicle you are asked to call 9-1-1
