(Cincinnati) -- The chair of the City Council's Job Growth Committee wants to make sure what's spent by Cincinnati, stays in Cincinnati. 

Charlie Winburn has convened a blue ribbon committee to find ways to turn more of the City's spending into local economic development.  Winburn's task force will look at how the City spends, and to see if there's a better way to use the money.

The task force had their first meeting Thursday morning, and they've already got a number of ideas on how to incease the number of jobs in Cincinnati, including requiring city departments to spend locally, and contractors to hire locally, and finding ways to fund job training.  The task force will also look at something Councilman Winburn has already proposed: using casino funds for economic development.  He wants to buy bonds, which would be invested in economic development projects. 

Dr. O'Dell Owens says they hope to have some suggested rules and laws by next April.  The City Council is under no obligation to accept any of the 15-person committee's findings.
