( Cincinnati ) The city has successfully moved the parking plan approved by council members out of Common Pleas Court and into Federal Court. Minutes after the plan was approved by a 5-to-4 vote, opponents were granted a temporary restraining order by Judge Robert Winkler.

But a hearing that was scheduled for March 15 won't take place, now that the city has been approved for a hearing before Federal Judge Michael Barrett. That will be held on the morning of March 8.
