(Elmwood)- Elmwood Place can no longer send tickets to speeders. Now that a judge has blocked use of the traffic enforcement cameras there, other communities are wondering what it means for them. The cameras are also in use in the tri-state in Hamilton, Middletown and Springfield. Judge Robert Ruehlmans problem isn't necessarily with the cameras but with how the Village administered the program. Attorney Mike Allen says it was extremely one sided.

The cameras had been in place since September--bringing in over a million dollars in revenue. But Judge Robert Ruehlman said in his decision--the policy fails to give people a chance for due process.

For now Elmwood will not be issuing any refunds for speeding fines that were paid. The village is appealing the judges decision.
